Broken clavicle - is this normal or not?

I broke my clavicle in October 2009, and had surgery to put a plate on it in November 2009. Now, most of the time it feels absolutely fine, but I'm still having some problems - carrying heavy objects eg shopping bags makes my arm go numb, and I can't wear a bag or seatbelt or anything over that shoulder without pain. My mum keeps telling me I should go to the doctor, is she right? Or is this still normal recovery?
