Got seatbelt ticket and i got points is this right?

okay i got a seat belt ticket while riding in the backseat with my dad going to work. I'm 19 and still have my learners permit I ask the officer will i be given points and he said yes and then I told him but i wasn't driving and he says it doesn't matter. I dont know if that's right or not and i live in maryland.
