How come the cops in my town are really power hungry and oppressive compared to the ones in Compton cali?

I live in suburbia America and the cops here are horrible. They do tickets for speeding turning to the outside lane not wearing seatbelt but my friend in Compton says the cops don't do anything unless someone is murdered I think they should relocate the cops where I live to fight some real crime
