Logic behind seatbelts but not helmets?

If were really concerned about safety, how in the world is it illegal to not wear a seatbelt- but it's acceptable to fly around on a motorcycle in shorts and a t-shirt? This difference tells me its not about saving lives but a pr stunt to act like a concerned government. It's really a joke
